With the implementation of the new edition of the Measures for the Administration of the Quarantine of Personnel Carried by Entry-Exit Personnel on November 1, it will be forbidden for entry-exit personnel to carry bird's nests, soil and genetically modified biological materials.

Prevent harmful organisms from spreading

According to the new Measures, the original Measures have been amended to prevent the introduction of human infectious diseases and their medical vectors, animal infectious diseases, parasitic diseases and dangerous venereal diseases, insects, weeds and other harmful organisms, and to protect human health and the safety of agriculture, forestry, animal husbandry, fisheries and the environment.

Compared with the old version of the content, the new version expands the scope of passengers are prohibited to carry goods, the new addition of bird's nests (except canned bird's nests) is prohibited entry. Plants and plant products originally banned from entry include fruits and eggplants, peppers and tomato fruits. The new measures extend the scope to fresh fruits and vegetables. Agricultural genetically modified organisms, endangered wild animals and plants and their products are included in the quarantine category for the first time.

Automatic baggage inspection

With the formal implementation of the new method, passengers with transit demand will become more convenient. Past transfer passengers from abroad to a domestic airport, to take out baggage, through inspection and quarantine, and then move to domestic flights. In the future, the inspection and quarantine department will be unified with the "transit service" and set up a transit baggage inspection area. After the inspection and quarantine is qualified, the local service personnel will directly transfer the baggage to domestic flights. Passengers are not required to carry the baggage on their own during the whole journey.

New rules for pet quarantine

For the first time, imported pets will be "differentiated" according to their origin in an endemic or non-endemic area, rather than being quarantined for 30 days at a designated location as usual.

According to Zhang Zhaoping, deputy director of the Animal and Planting Department of Beijing Entry-Exit Inspection and Quarantine Bureau, passengers are still restricted to dogs or cats, and each person is restricted to one at a time. However, the new method is classified according to the classification of rabies epidemic areas and non epidemic areas for the first time. Among them, pets from countries or regions where rabies occurs need to be quarantined for 30 days at designated quarantine sites; pets from countries or regions where non-rabies occurs can be transferred to other places for quarantine after 7 days at designated quarantine sites.
