Canned food has always been a key export agricultural product in Ningbo. Affected by the international financial crisis, orders for many export enterprises have been greatly reduced since the second half of last year. In order to help the canned export enterprises to build confidence and get out of the predicament, Ningbo Inspection and Quarantine Bureau, through careful investigation and analysis, adopted the "Five Grasps and Five Guarantees" measures to implement targeted assistance to the canned production enterprises in its jurisdiction, and strived to promote the sustainable development of enterprises. From January to May this year, a total of 3,858 tons of canned goods were exported with a value of 3.97 million US dollars, up 9% and 20% respectively, creating a new road of development in the difficult situation.

 

We must focus on the construction of the base and ensure the safety of the source. Ningbo Bureau has gradually changed the traditional mode of raw material acquisition of canned export enterprises by promoting the modern food production mode of "company + base + standardization" and "base regionalization management", and vigorously promoted the construction of base to ensure the quality and safety of raw materials. At present, the company's base has developed to Anhui, Hunan and other places, basically realizing the goal of regional, large-scale, standardized raw material production.

 

Grasp product development and ensure market vitality. Ningbo Bureau gives full play to the advantages of talents and technology, helps enterprises to establish new product research and development department, actively develop new products suitable for current and future market demand, especially high value-added products. In the past, only a single canned orange was produced. With the help of the inspection and quarantine department and through research and development investment, canned mushrooms, canned bamboo shoots and canned fruits were successfully developed. All canned fruits and vegetables were produced and exported. The proportion of the canned oranges in export was also expanding, and the economic benefits were obviously improved.

 

Grasp system management and ensure standardized production. In order to further improve the scientificity and validity of the system, inspection and quarantine personnel combined with the production characteristics and product requirements of enterprises, through "finding problems, finding reasons, helping to improve, promoting improvement" to constantly improve the enterprise ISO9000 and HACCP system, to help enterprises improve the level of internal quality management and self-control capabilities. Due to the perfect system, standardized management and complete records, the company was highly appreciated by Japanese experts when meeting the inspection team of Japan Nissan Association.

 

Grasp electronic technology and ensure effective supervision. In order to implement the "Year of Quality and Safety" activities, Ningbo Bureau fully utilized electronic supervision and other means of information technology to strengthen the supervision of manufacturing enterprises on-site processing, and through effective supervision to implement rapid nuclear release. At present, Ningbo Bureau is conducting research on the on-line data collection of export cans and the end-to-end docking of the enterprise, in order to achieve the goal of automation and electronization of enterprise production management.

 

Grasp responsibility and ensure quality and safety. With the opportunity to publicize the food safety law, the Ningbo Bureau further clarified and implemented regulatory responsibilities. One is to implement the enterprise's awareness that it is the first person responsible for product quality, which requires the enterprise to be honest and trustworthy, to maintain the good reputation of "Made in China" and to sign a quality commitment for export food enterprises; the other is to implement the supervision responsibilities of relevant functional departments and assist the business management departments in signing cooperative preparations with the source management departments of agriculture, forestry and seas. The third is to implement the responsibility of inspection and quarantine personnel, change the past thinking of inspection and quarantine personnel blindly acting as "factory inspectors" and "inspectors of goods", and demand to strengthen production supervision and technical guidance, and emphasize who is responsible for inspection.
