According to statistics, in the first half of 2017, Zhangzhou Inspection and Quarantine Bureau inspected 36 batches of canned mushrooms exported to the United States, with a quantity of 552 tons and a value of $962,000. All export products have not been reported or detected to be unqualified by foreign countries, and the qualified rate of products reaches 100%. According to industry insiders, only Zhangzhou mushroom cans in China have successfully entered the U.S. market and won a good reputation for China's "Canned Capital".
 
Canned mushroom is the largest single export canned variety in Zhangzhou, accounting for nearly 80% of the country's total annual export. The United States is one of the main markets for canned mushroom export in Zhangzhou. Since 2012, the United States has intensified the detection of canned products of carbendazim. Many canned mushrooms imported from the United States have been notified of carbendazim detection in China, and the export of canned mushrooms to the United States has been seriously hampered. In order to ensure the smooth export of Zhangzhou mushroom cans to the United States, Zhangzhou Bureau took the opportunity of implementing the "Three Together" assistance plan, took advantage of its own technological information advantages, actively intervened, and took effective measures to break through technical barriers:
 
First, we should strengthen risk early warning and take active measures. To help Zhangzhou Canned Industry Chamber of Commerce to establish and start the operation of China's first comprehensive service platform for technical information on canned food quality, and use this platform to release more than 70 foreign risk early warning information in a timely manner. In view of the changes of the relevant regulations, standards and passing conditions in the United States, Zhangzhou Bureau carried out risk early warning through the integrated service platform at the first time, and helped the mushroom canning enterprises in the jurisdiction to take effective measures.
 
The second is to strengthen source management and solve the problem of carbendazim residues. To help enterprises establish self-inspection and self-control schemes from source to finished products according to the requirements of American laws and regulations, especially for carbendazim pesticide and residue indicators concerned by FDA, to strengthen the management of raw material cultivation, to ensure product quality and safety from source, and to strengthen export spot checks, to strengthen export spot checks and Conformity verification of products according to the results of risk assessment, so as to ensure the smooth export of canned mushrooms imported into the United States.
 
Third, strengthen the production process control to ensure quality and safety. Zhangzhou Bureau of Inspection and Quarantine dispatched professional personnel to guide export enterprises to do a good job of marking and effective isolation of canned goods from other ports to prevent cross-contamination in the processing process. Since 2016, five special supervision and inspection have been carried out for mushroom canned enterprises in the jurisdiction of the United States. At the same time, export sampling inspection should be strengthened, and export sampling and Conformity verification should be strengthened according to the results of risk assessment to ensure the smooth export of canned mushrooms imported into the United States.
 
Fourth, promote standardized cultivation of mushrooms in Zhangzhou. In July 2016, a batch of mature bisporous mushrooms were picked and listed in the standardized temperature control workshop, which marked the industrialization of mushroom production in Zhangzhou. Zhangzhou Bureau took the initiative to intervene, sent experts to enterprises for technical assistance, guided enterprises to adopt the industrialized planting technology popular in developed countries, scientifically and reasonably monitored and regulated the key factors such as temperature, moisture, light, air composition in the planting process, promoted enterprises to optimize and upgrade, and completely avoided the use of pesticides in the planting process.
 
Fifth, technical guidance training for export mushroom canned enterprises should be carried out. Often combined with off-site supervision, on-site training for enterprise quality management, sealing, sterilization and other personnel is carried out to help relevant management technicians improve their theoretical and on-site monitoring capabilities; further improve the enterprise HACCP management system, actively organize American enterprises to participate in the Accreditation and Supervision Commission, the United States FDA, third-party organizations to jointly organize a number of training courses on U.S. laws and regulations, and enhance the internal auditors and inspection of enterprises. Operator's ability to understand and execute regulations ensures that canning enterprises in the United States follow the United States rules and regulations to carry out production.
